Speaking at the groundbreaking ceremony, Nguyen Hoang Anh Dung, deputy head of the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board, said the park’s central area is designed with a phoenix-eye-shaped motif.
The design blends traditional and modern elements, drawing on East Asian cultural symbolism, where the phoenix represents renewal, prosperity and hope, he said.
Work on the project is slated for completion within 210 days.

Once completed, Thanh Loc Park is expected to provide a new recreational space for children and youth, a venue for exercise and relaxation for the elderly, and a location for community-building activities for local residents.
Nguyen Chi Thien, acting chairman of the An Phu Dong Ward People’s Committee, said the project was launched at a meaningful time, as the country prepares for the 14th National Party Congress, scheduled to take place on January 19-25, 2026 in Hanoi, and approaches the end of 2025.
“This is not merely an infrastructure project but a meaningful gift that clearly demonstrates the city’s deep concern for residents. It turns policies and resolutions into tangible works that directly serve people’s daily lives,” Thien said.
He added that the ward expects residents to help protect and properly use the park, while committing local authorities to support site clearance, traffic management, and public order so the project can be completed on schedule.

At a meeting on Monday, Tran Luu Quang, secretary of the municipal Party Committee, emphasized that parks and urban greenery are directly linked to quality of life in major cities.
He called for the development of incentive mechanisms to reward wards and communes that perform well in key tasks such as land clearance and compensation, and urged the establishment of urban green space targets as a long-term solution to environmental improvement and air pollution reduction.
