Ho Chi Minh City considers resolutions to implement Urban Development Law

The meeting is scheduled to last 1.5 days, gathering senior leaders including Tran Luu Quang, secretary of the Ho Chi Minh City Party Committee; Le Quoc Phong, permanent deputy secretary of the municipal Party Committee; and Vo Van Minh, deputy secretary of the municipal Party Committee and chairman of the People’s Council.

The council, serving the 2026-31 term, is considering personnel matters, infrastructure projects, and policies to implement the law.

Resolutions under review include citywide planning, urban and rural zoning, underground space management, and architectural regulations.

The council will also examine rules for managing and developing underground works, approving routes and sites for local rail projects, and planning transit-oriented development areas.

Another resolution would allow the city to invest in or operate enterprises to commercialize scientific research and technology.

Several other proposals involve support policies in healthcare and education.

The council is expected to decide on investment policies for several major projects, including urban renewal along the southern bank of Doi Canal in Chanh Hung and Binh Dong Wards, converting forest land for other uses to implement the Ben Thanh-Can Gio railway project, and upgrading and expanding Nguyen Van Linh Boulevard.

Officials said the resolutions are critical to removing bottlenecks, mobilizing resources, and creating new momentum for the city’s development.

Delegates will discuss proposals in groups before hearing reports and explanations from city departments.

Vietnam’s law-making National Assembly passed the Urban Development Law on August 24.

The law is expected to give Ho Chi Minh City greater flexibility in governance, resource mobilization, and urban development while creating a framework that could also be used by other cities and special economic zones.
